No, the Spoonerism is different because, instead of switching around the initial letters of the words, in this case you have to put the whole last word first then apply some verbal gymnastics to the first word to get "chosen time"
Problem might be that the # of letters doesn't match; solution is (4,3) but the Spooner fodder is (3,1,4). I arrived at a phonetic solution by swapping the first 2 letters of the solution's words.
But as you point out it's the whole second word... not the kind of Spoonerism I like to see really. That was a weird one (although the answer was obvious from the crossers).
