An enjoyable puzzle but a bit stumped by 18a
Feature - yes, but information for a dictator?

It's "has the information for dictator". "For dictator" is a homophone indicator.

Don't know why that didn't occur to me but not seen 'dictator' used like that before.

Worked my way through gradually but a typical Paul slow burner for me. A long time to get going but a quick finish.

COD would have to be 25a for me. For its silliness as much as anything.

I get 3d now. I wasn't including the 4th word in the definition.
