Engines in Westerns were (stereotypically) referred to by Red Indians as "iron horses".
HIGH might be "off" (as in rotten), then TEA(m).
Victoria as the state in Australia - "Sheila" is a (stereotypical) Australian girl's name.

1d a reverse clue, an anagram (wild) of “cat” would yield “act”. Defn “unofficial” (as in a wildcat strike)

12d a “sound proof” (sound as in rationale/well-founded) would be an argument that could not be refuted, in mathematics for example (hence the ?)

Hi Whetstone, L is an abbreviation for lecturer, so LL could be two lecturers. Similarly, I’ve seen LL clued as ‘learners’
