Chrise...wrt 13a,...I don't understand why the clue says "3.15" (as though it were a time). If it helps, the answer to 3d was END OF AN ERA and 15a was LEARNER.
There is a note at the top of the page saying 'This puzzle was published on New Year's Eve 1999 (if that helps any).

4. C (caught) A + NINE (The Nine Ladies is the name of a stone circle in Derbyshire, I’ve just learnt)

11. I think this is just a double defn. i.e. finger nails and those used in diy.

12. Not sure if there’s is a typo here, “has is” is a bit strange.
I can see REF (judge) + A + L (end of barrel) which leaves US

4 C abbreviation for caught in cricket) A, then NINE (ladies dancing, from twelve days of Christmas)
11 The base of the fingernail is called the quick.

Of course “nine ladies dancing” is from the Twelve Days of Christmas which is the intended reference I’m sure
