23 seems to be a reference to the three sisters in Macbeth, known as the Weird Sisters, an order of witches. Having said that I’m not quite sure how the clue is intended to work…

I think 'odder' is the def in 23 - not the greatest clue but ... strange that the weird sisters were members of an 'order'
