9. I don’t see anything particularly cryptic about this. Rather poor unless I’m missing something.

26. A play on “recruit”; as a verb to “get others”, and as a noun a “soldier”. Again, it seems a bit weak.

7a. OVER AND ABOVE = 'in addition (to)', for definition.
Both OVER and ABOVE are synonyms for 'on top of', so I think the wording is a bit loose.

18d. is a double definition.
'Doesn't go in for reducing', in other words, gets bigger, or 'swells'. SWELLS is also a term for 'posh people'.

20 liter is the american (californian) spelling of litre, so an amount of wine, then a l(earner). feeble clue.
