'WO' is in Chambers as a variant of 'whoa' - meaning stop.

One def of BELAY is 'desist' - meaning stop.

The def is 'bad tempered woman.
'Unusually' means it's rare.
(You'll be familiar with the word when you get it, but not in this context. It's most often used to describe a type of sailing craft.)
You need the regular letters from 'Chap that' followed by a short word for 'mother', then 3 more letters. The L that's fallen from the first clue goes into 'fed'.
