Rouge et noire are the colours on a roulette wheel. If you bet on noire (sounds like bete noire), you aren't betting on rouge.

Thanks, Whetstone. For the other one, all I can think of is a Representative is a Traveller and there's a saying that 'travel broadens our horizons', so a traveller could become less narrow-minded...
