For 16 I had the wordplay as:

a=one (as in 'a thing' is the same as 'one thing'.

D for degree is first - as in before ONE.

Still battling away at the end game here!
Q1 are there 2 omitted letters in 13a?
Q2 23a I assume that firstly means first letters and have an answer for ‘elemental estimates’ but ‘issue’?
Q3 Are the omitted letters in order as I have some strange combinations?!

1. Yes

2. Firstly is first letters of the following three words, and then secondly means the second letters of the next three. The first two letters of the answer are missing from the wordplay

3. Hard to answer this without giving too much away. Try entering the unaccounted for letters where they appear in the grid in a different colour...

The answer means a set of three - it's in Chambers. I didn't know that before yesterday!

The parsing is a word for little beyond all other or smallest minus its end, + H.
