Grid filled but before I begin phase 2 can I get a parse for 9d - my answer is a Romanian city and I assume the the "islands" are the first and last letter, but why are the middle 2 "ridge of gravel"?

Look at the definition of ås in chambers (below as, AS and As)... and then go to another definition from there
