You need both clue numbers for each of the pairs so 18... 20 17... 40 1..

That should be enough to get you to the end

You haven't listed the numbers completely correctly. You should have what follows 40 and then what follows 20. The 40... is one hint, the 20...bit is another. And 18 will take you to the biggest hint.

Think of the two most important men in this sort of event, and find the relevant names for the year. Then stare at the dummy clue for a few seconds...
