The main weakness of this puzzle was that it was possible to enter answers to the 18 normal clues before turning attention to the other half, as the location of the two 4x4 blocks was predetermined. Exchanging the remaining definitions between clues didn't really alter the finding that a significant amount of the remaining wordplay was superfluous to a final solution. Perhaps it would have been better to require solvers to include the announcement below the grid ?
