13. An ordinary clue, relating to the sale of slaves. There are 'two Saturdays' in the answer, and 'over' indicates the usual.

19. Yes, Taters - I looked up Hog and the definition works.

20. Yes, the V is spare. I'm happy with my answer, a bright colour, but haven't parsed it.
