Quite a moderate start to the new year. I found all the extra words to be quite obvious, so finding the phrase was not a problem. Matching the new words with the extra words in the down clues was also straightforward with no ambiguities, so the word to be entered below the grid was solved using chambers web page. I have one small problem which is I simply cannot parse 11ac, although I do know the answer.

My quickest solve of the year so far.......
Can anybody help me with parsing 20. “Keep” in the sense of enclose/protect could conceivably define the answer I have (as does “a shelter for members protection”) but it seems a bit tenuous.

Agreed that this was a gentle start to the year. One of the problems of discovering (from this forum) that puzzles are published online at 4pm on Friday is that I find it difficult to wait for the physical paper so Saturdays become that much less taxing / rewarding / interesting.

R has been clued before as "rule of law". Most clues omit "of law" but Chambers gives "rule (of law) for R. A word for fret minus R.
