I've completed it too, but I don't understand how the two answers in the last sentence of the preamble form the wearer's name. And it seems odd that there's no mention of act 2 in the preamble.

Orson, the actual answers, put together, to the two clues form the wearer's name. The finished grid shows them once they've been transformed. Yes, I expected Act 2 to get a mention.

Some clues have an extra word.

2. Old gas fitters manipulate electric current bringing in more resistance. (6)

15. Volatile fluid, deadly fluid when filled with a bit of heat and energy (8)

28. Administration to arrange tense agreement by government (6)

15 is anagram of deadly with h and e in it

I’m back having run out of steam.
Here are my missing clues.
3D) property crookagainst being beset by a lot of lawyers (6)
5D) artucle almost rocks serious drinker
22D) water flows - scoundrels left cracks (5)
23D) headgear sported by literary family upset no English author (5)

Jogamel, here are some hints...

22 'author' is superfluous. The headgears is a scarf type thing.

5 The article is definite, followed by a word, cut off, for 'rocks' (as in precious stones).

22 Take the 'scoundrels' off a word, noun, for 'water flows' . Cracks is the definition.
