The punctuation as written is supposed to mislead; to say the least should be split to say with eye giving I and the least going with considerate as definition.
Wordplay:
Frank = Me(roving + I)an

You had me stumped, ginge. I assumed that "eye to say" was I but just didn't see Merovingian.
