Almost there, but can't get 25d, or parse my answer for 27a! Any hints would be very welcome!

I now have 25d, but still can't make sense of 27a.
27a, Malone, is "Drive off after permission to leave fish in sea" (6,3). There is a themed letter missing either in the wordplay or the definition. I don't want to give too much away to spoil it for others!

27 You need a five-letter word meaning permission, joined to originally a five-letter word meaning 'drive off'. Do the thematic bit and you'll be left with a fish in the sea!

… that should have been 'a five-letter word meaning permission to leave...'
