The hints were sufficient, malone.
Scarlett was kind enough to let me know that Kent =SE, which I will have to remember.

For some reason I had entered E as last letter of 31a. Once I corrected it to G, 9d was obvious.

I already had the character and the work.

Another easier puzzle but with some challenges. I particularly liked 31.4 N.
I don't have The Oxford Dictionary of English. I have an answer for 13a which ties in with heraldic waves and appears in Wiktionary but does not seem to be in the online free ODE.
Am I correct that the second letter is an N - not a P.
Also I think that there is an alternative explanation for the title to the one given earlier in this thread. Think hooligans in passing cars.

Thanks. I was making it too complcated and missed the anagram indicator. As it happens the word also means wavy according to Wiktionary. Related to undee. All makes sense now.
