I was completely confused by references to Scooby Doo. This had passed me by. Fortunately, my daughter was here this afternoon and could explain the references, none of which I needed.

Not a synonym I'd use for charge! But much of the crossword was like that.

Truly awful crossword, I thought.
17d I had LOOSE (debauched) and I (one) inside "vacant" FemaleS" - a lot of "double duty" going on, though (and my answer might not be right!)
