If you have the solution to 17A you know what all the 25s are ; what they do "endlessly" supplies the first three letters of 25A The last three letters are supplied by treating 17A as an instruction.
I've got all the rest of the grid apart from 2D and 10A. Any hints welcomed.

2d abbreviation for second + synonym for dessert.

10a Slang for time, think prison.

"Regular" refers to how often the report appears, (minus "-ly").
