Now, I'm even MORE confused when you say NOT Salop..! AND why do I keep thinking of Humphrey
for 4d.? Won't embarrass myself by asking for any more help (hint) but maybe a 'nudge' for 15a, 18a, 23a.????....R. (sigh..!)

Raymond. 14d. The town is an anagram of "helps" surrounded by a word for a woven material. Hope this helps.

- just to confuse us!
The town is over the border into Wales (and its name tells you its nationality!)
