Had some success this afternoon, only got 9.5 to go now I think. The 0.5 is 39, think I have the 2nd word, begins with W but any help with 1st word please? Also struggling with 50, even though clues given, + 59,62,63 although I know one of the words, 70, 82,94, 97, 98 so any more help with those please.

4. Foreign suggests anagram. Row is not argument and whose job would involved having a very loud voice?

7. Concentrate on a word for the second part of the clue and if you look it up in Chambers, you will be surprised at its additional meaning.

Re 39 - my initial idea was the same as your hint but you'd have to make the second word plural and it is never referred to in the plural
