While they qualify, I suspect that the compiler would have difficulty in coming up with such a helpful hint from the unchecked letters.

I have found a couple more clued lights that would qualify as unclued - 21 and 40 - and tend to think that Bunty is right, the grid would have appeared extremely skeletal if the unclued tally had risen to 18 ...... and it would have made the whole thing trickier though .....
