I think I have it now, unless this is a red herring. I have no idea who the senior adversary is, however, but the phrase is well-known.

Is there a handy online ref to find the 2-word phrase? I really don't fancy wading through the entire thing again! Also, is there any significance to the presence of the 5-letter nickname of one of the main antagonists, or even a slightly wonky biscuit/Italian national hero?

I'm struggling with that too. I'm unfamiliar with the work in question but a search using the names took me to the source. The three names are straightforward but I can't see this two word phrase anywhere. It's driving me mad!

The 2 words are at the end of a much longer phrase. You then need a cryptic representation of the term in the grid.

Also, given that there is left-right symmetry in the representation of the term, the middle of the seven letters must occur in the central column.
