Parses as 2,4,2,3 the last word is “clipped”

It's in Stoke-on-Trent apparently - google takes you straight there so maybe you have some letters out?

Got there but not entirely sure I enjoyed it - some very obscure theme words I thought!

well, the second across answer in the top line is one of the "five towns" in Stoke ... but I can't find the third.

Google gives me a river for the third word in line one. Can't find anything else that will fit.

Em ... Prospero - I thought like you about the second word in 3d and still think that's right. Is that not so?

Is it just me seeing symbolism in the grid design? And a certain anagram in multiple locations?
