20d Underwriters of Lloyd's Insurance were traditionally known as "names" hence the anagram (bust) of "Dolly's" refers to "a number of names".

I’m sure that’s the intention, Unlockholmes, but aggressive has a double G, so there’s an extra one in the wordplay. Compiler error, perhaps
