Excellent puzzle from Ifor that brought a smile to my face

Before I put it away, can I just get clarity on a couple of points ...

4d - Most bitter twist from truth obscuring letter of agreement (6)

I have the answer but just cannot see the wordplay.

The letters that replace the surname - I can fit in the last word of the speaker's most famous quote but it looks odd without the rest of it, which makes me think I'm missing something?

Also, it says the names are symmetrical but, while mine are parallel, they're slightly out of alignment.

Brendan, for 4 D, check the third letter of your answer in Chambers. The rest is 'twist from truth'.

I don’t think you’re missing anything, Brendan. It might not appear so, but the names do exhibit 180 degree rotational symmetry.

I've everything done but 14 down - Use rod to thrash middle of African river for one of its fish (7). I have ?i?chir but can find nothing to fit. I keep going back over the crossing answers. One of them must be wrong but I can't see which one. A pointer in the right direction would be much appreciated.

AP, your letters are correct. Before the 'ir' you just need a five-letter rod, cane.
