There's no problem with 29d - the word indicated is a dialect form of a word synonymous with the word in the clue (and explicitly given as such by Chambers under the headword for the standard form).
Re 23a, I wonder if you have quite grasped rule 2 - the other six applications of this rule happen to have something in common which might lead you to think that 23a should be similarly treated, but it's actually the treatment of 23a which makes the rule clear.
