No, it's just an old-style usage. The single-letter version is fine, it's what came up when I checked the poem...

Ignore that - I see from Wiki that a letter in one of the phrases given in the ODQ is omitted and replaced by an apostrophe.

I have a full grid apart from the perimeter. Normally when perimeters convey a message or quotation, the unchecked letters are given in anagrammatic form. What am I missing ?

Bigf, the preamble describes the phrases as 'iconic', so it';s maybe assumed that solvers will be able to spot them. Two of them appeared quite readily for me.

PS I didn't enjoy this puzzle as much as others obviously did!
