no probs.....about 31a, it looks like it could be CREAMING but i can't parse it. What does 23 refer to?

Can't get 13a. I assumed it was an anagram of asp and cuckoo but can't get any words that make sense.

That's correct- it's in the "Viz" equivalent of "Chambers"/"Brewer's", the "Profanisaurus":
