The setter is Cyclops ?

23 is the country of the Dalai Lama. I (American) wrote in the answer but had trouble with parsing. Wordplay is clear, but depends on arcane (to me) UK politics.

Norman Tebbit is a Tory grandee. He was in Thatcher's government, now in the Lords. He told us to "get on your bike" to look for work.

Presumably 'deposit' (= def) = layer;
but the rest of the wordplay eludes me
- unless 'sexual partner on back = one who lays?

I imagine it’s sexual partner = LAY, (as defined in Chambers) and on = RE, about, concerning, reversed. You’re right about the definition

OK, quisling, that makes sense. I missed the 'on'. Not the greaest clue in the puzzle, maybe. But there were some crackers here. Can't wait for the next one.
