23 is the country of the Dalai Lama. I (American) wrote in the answer but had trouble with parsing. Wordplay is clear, but depends on arcane (to me) UK politics.

but the rest of the wordplay eludes me
- unless 'sexual partner on back = one who lays?

I imagine it’s sexual partner = LAY, (as defined in Chambers) and on = RE, about, concerning, reversed. You’re right about the definition
