Is there a thematic significance to the choice of first and fourth letters?

We have the grid and the highlights, so not trying to use it as a clue - just wondering if it's also part of the theme

The first six letters of the answer mean 'arrest' (confirmed in Chambers) and the last letter gives European. The answer is a diplomatic specialist.

PS I know there were extra words, but I haven't got my copy to confirm in relation to this clue.

Thanks, Bunty. I too hadn't heard of the legal term before, but I looked it up on Saturday.

With regards to that clue, where does "lady" fit in?
