13A DD. Stranger was the term used for anyone who was not a member of either the House of Commons or the House of Lords. It was replaced by 'Members of the Public' in 2004.

"I Spy Strangers" was the traditional request for members of the public to leave the galleries of the House of Commons so that the Chamber could sit in private.

The "silly season" (see link ) ) is August (in the UK)

Whetstone, do you have the number of this Times puzzle, if so we could probably track down the date it was published

Jazz girl....could be from April 1st...the crossword is from one of those 80-puzzle books. There might be some intro notes with some extra info about that particular puzzle. Thanks
