I appear to have completed this without understanding the last part of the preamble:
'...identifies which letter solvers should choose in two cells with clashing entries.'
I think I can identify one clash but don't see how it relates to the bottom layer of the construction created by the end game.
Also, 2 parses are evading me. 18a Defied editor...
6d Same Scottish...
For 6d I can see 'same Scottish'- 2 letters + line but then?
18a I have 5 crossing letters and can see the usual editor but 'nothing at end of letter'??

18a bravo is the "letter" ...lose the end and ad the "editor"

I went with the "C" and the "N" in the clashes ......seems to fit with the 3 highlighted items

I think the choices for the clashes are either V +N or C+R - but isn't it the shorter option that's shown in the highlighting?

Granama1, 6 uses (p)olic(y) for line within limits. As for the clashes, it’s a well known geographical argument about the order of the thematic items. Google will provide enlightenment, and I agree with Drxx

Granama1: I've got three highlighted words, one in each of 3 consecutive rows. There has been a long-standing dispute about the ordering of these items, depending on where you're from - there are 2 versions. Resolving the clashes chooses one of these, in line with the highlighted words.
Sorry if this is a bit vague, but it's early in the thread, so I'm trying not to give too much away.
As for 6D - beats me!

Thanks everyone. I had the controversial construction. (I fall into the other camp!). I'd missed the V/C clash but had the R/N one. What has me foxed is why the theme should indicate that one chooses V over C and R over N (for example).

I'll read your posts again and ponder. As mentioned it's early days on this one.

Nice intro to the setter in the Give Me a Clue section on the same page. She's well located to have an opinion on the subject 😊

I should add I thought this puzzle was an absolute delight, right down to the orientation of the protagonists. So great thanks to Vismut

Agreed, V and N for the puzzle, but definitely the other option for real life!
