Chambers has strait as a definition for belt.

So STOCK BROKE R (first for relatively) BELT

.... though the parts of speech are pretty ugly fir belt as it stands, so there may be something wrong with this parsing.

Hotelwhiskey7, I'd come up with the same, but felt 'In dire straits' didn't really lead to just Belt.

I parsed it as broke = in dire straits, and belt = area, e.g. green belt.
