On further reflection, the theme is absolutely brilliant! The letters referred to in the clue of 13 spell out the solution of 13. 22 is not an exception. I didn't congratulate Brendan the setter enough.

9a - The Free Online Dictionary give the last part as "informal US and Canadian stylish or distinctive; classy" so "in Washington" is correct.

I'd selected the wrong definition in Chambers - my mistake:-(

Your I is wrong .1d is specific type of clue .Def is Irish quarter

1d - Look very closely at the clue and you'll see the answer - literally.

15d - 4 letter "refer to" + 2 letter "work" + 2 letter "Greek character" all reversed - definition is "prosaic".
