Maybe the 4 at the end is a typo. If not, so far we're all stuck!

Ships’ bells sound every half hour. Eight bells ring over the course of a four hour watch, the end of the watch is therefore signified by the eighth bell, or eight bell.
“Ring o’ eight bell” could work perhaps.
