I can see Mill but no girl except I Anne with one but the 'over' would invalidate the definition. I can see Mia but no philosopher. Any ideas?

That's what I meant about the over invalidating the def. I am on a phone so probably didn't explain very well.
I couldn't see 'the years' being defined as millennia?

Perhaps I am wrong, but it is very tenuous for me!

I like the guardian one better although the Times crossword team just tweeted 'THE GUARDIAN STOLE OUR CLUE!'.

Twitter does say this claim is disputed.

The solution has to be TENSE but, if so, a very weak double definition clue in my opinion. The BRB doesn't give either.
