Ken, assuming you’re at the end of the puzzle, I was in your boat but found googling Star Trek and villains showed a few, one of which I immediately found in the grid pretty centrally using the inserted letter.

Googling those villains a bit more I found the three word quotation readily.

If you’re at the start, I wouldn’t worry about the quotation but just crack on and start solving and think about how one can insert all the answers.

Hi kenhiggs, you know what letter is going into the empty central cell and that is the 6th letter of the 7 cells (3,4) reading along the middle row. Googling will give you the full (explanatory) statement.
