Azed's suggestion that the latent letters' message is in ODQ is a bit awry. The part from the DOWN clues appears in ODQ1, ODQ2 and ODQ3 but not in ODQ4 to 8 (which is the latest I have, and seems to be the most recent if Mr Amazon is anything to go by). The part from the ACROSS clues appears nowhere. Or is there another ODQ of which I wot not? On line, perhaps?

Don't have an ODQ...so just googled it and hey presto. (:o) Still have a few in the SE corner that are resisting, even knowing the excluded letters. Gentle hint for Sturgeon's summary would be appreciated.

A six letter word for 'in open view' with its B removed ('lacking breadth') followed by the letters EU reversed ('backing EU').

Thanks JackNatter. All done. Took a while to work out the full answers to one or two eg 28d even with the shortened answer entered. Just had to play around and leaf through Chambers for a while.

Annoyingly stuck on the last one 30a: Soothes forgotten nurses. Probably easy but i can't see it.
I have the final three letters and I know what the suppressed letter is
but I can't for the life of me find anything which is either an obsolete word for soothes or any acronym of nursing associations... nudge appreciated

I’m missing something in 5d. It seems to work as an ordinary cryptic clue without an indication of the mutilation needed.
