The wordplay is FR, then an anagram ("cooking") of "there was". I hadn't heard of the definition either!

Just for the record, Chambers gives:

freshwater college n (US) a provincial college.

Hence for my @2 I took it as a noun, 'college' rather than adjective 'provincial'

yes I saw that in my hardback Chambers but it didn't appear in the online version and I just wanted an online definition including "provincial" that I could copy and paste.

It's good to have a lift this morning as my dog, Mattie, is in hospital recovering from a cruciate ligament operation. Painful for her, and my wallet.
