The wordplay is FR, then an anagram ("cooking") of "there was". I hadn't heard of the definition either!

Just for the record, Chambers gives:

freshwater college n (US) a provincial college.

Hence for my @2 I took it as a noun, 'college' rather than adjective 'provincial'

Thank you, Aristo for your choice, and a peaceful yet uplifting video. Those plucky little dahlias, braving the rapids! I think we need a senator Muskie here to help our rivers.
It's good to have a lift this morning as my dog, Mattie, is in hospital recovering from a cruciate ligament operation. Painful for her, and my wallet.
