Do the 11 letters make a word? I haven't used them to complete the puzzle? Are they significant?
1 query - 29d Picked up substantial rock (4) R?EL ...assume RIEL which sounds like ("picked up" ) real / substantial .... but riel is money not a rock ??

29 I've got Reel, rock, sway which sounds like Real, substantial. concrete.

I didn't do all the letters.

Bunty. Most of the extra letters are esses. The pdm comes when you realise their significance.

It's hard to give another hint with what's been said already! The preamble says 'outline when the change was introduced', so you're looking for a date. And with only seven characters...

Now my hint looks rather miserly! It was only so Jogamel, a regular solver, would get to finish this off.
