I don't have a problem with &lit clues, but I'd always understood that they should have a question mark at the end.
Does this rule no longer apply?

sorry for the typos. "&lit" clues are constructed in the way this one has. I see nothing wrong with that.

Here are the 'rules' for &Lit clues which mention that an exclamation mark at the end is usually used.

It seems that trailing exclamation marks or question marks are not required as a rule, but obviously they help, .

I agree with you. If it is meant to be "& lit", the word "animal" is redundant in the wordplay.

Why would 'animal ' not be needed ? The answer is an animal - a mountain animal too ! How else would you phrase the question ?

It is a perfectly fine '&Lit'
An explanation mark is not needed, as it reads well as it is.
Just my humble opinion. Thanks for reading
