I’m puzzled by the parsing of 28 down. The clue is “Mountain animal covering Andes primarily (6)”. The answer appears to be ALPACA, but please can someone explain why?

First letters/primarily of "a"nimal "c"overing "A"ndes
Gives "alpaca", animal.

Thanks, stevie and rusty, but it looks to me as though “mountain” has been used twice - once as a component of the clue (though in the wrong position), and once as part of the definition of the answer. Sloppy!

You are right. The clue is wrong. It is acceptable for "mountain" to be used twice, but it has to be in the correct place.

It is an &lit clue in which the whole definition is literally the clue itself. Not sloppy, but clever in my view

But in any case, if one element of the clue is being used twice, shouldn't the clue have a question mark at the end?

As well as 'primarily' being used to help, this is &lit as has appeared several times recently

cerasus, it would be clever if it had been constructed correctly. As it is, "mountain" is in the wrong place in the clue.

Mountain on its own would be wringm , but the def. is : a mountain animal which covers the andes
