I can only conclude that this is a rather unsuccessful jeu de mots on "all together". I'm sure the similarity between "Arles" and "all" would escape any native French speaker!

As Cerasus has been at great pains to point out , the reference to "Arles" is simply to indicate that a French word is required for the answer,

It has nothing to do with "Arles" sounding like "all"

Arles is a city on the Rhône River in the Provence region of southern France.

The French word for together is "ensemble"

Agree. It’s quite a common device in crosswords, ‘Perth’ being a regular example which could mean Scottish or Australian.
