For 21ac I have ONCER = OR + CEN(T) (cash cut off).

It’s certainly a term for cash, but not sure about usage in Oz.

15d = IGNORE because it means to “overlook”, hence “kool”.

3D Irresolute (8) = Hesitant

21a Chambers has OSCAR (anag OR CAS) as Australian slang for cash, but I've never heard it.

Doh! Definitely OSCAR.

O + anag of CAS(H) + R

SOHUR (anag. HOURS) has been suggested for 9A.
Can't find that anywhere but Wikipedia has SUHUR or alt. SUHOOR (meal before sunrise) which rather suggests SUHOR (anag. HOURS) but can't find that anywhere either. Ya pays ya money ???

Any possibility that 12 Down could be Claudius and 24 Across could be sassy?

12D answer means a hint and not a dictator. The form is
NO I(taly) name of dictator reversed (up) and means hint.

Many thanks Malone. My Chambers which does not seem to have an edition number but is copyrighted 1993 is probably out of date.
