Hi stevea, my take is; budgie smugglers are swimwear with reference to the colour coded (id) bands given out for easy recognition.

Thanks, Ginge, that's the surface. It's also a double definition.
Budgies in captivity are identified by a band on the leg, and a DBE, a band of smugglers. A bit too local, probably.
