I've seen this answered and discussed elsewhere. The frame refers to a game, the appliance being a part of the necessary equipment.

Find a game played in 'frames' then look for something applied to a piece of equipment.

If you're really confused it is something which is applied (hence appliance) to the top of the tip each time a player (on TV anyway, though I don't) is about to take a shot during a frame!
