'trade' is used here as a verb. A deserter may, perhaps, trade/swap/exchange secrets as others trade insults/jokes/etc

I struggled with this one too.
It didn't help that I put emplane instead of empanel for 21acc; "Unnaturally pale men put on list for service".
I think the clues were all sound, I just found it very cryptic and I didn't get some references.
