It seems rather unsatisfactory, but I don't think the quote can tell us how to change the letters, because you have to change the letters first in order to complete the quote.

Thank you! If we agree this puzzle is somehow not quite complete, I can post off my entry now, whether I'm satisfied or not! (Whew...)

All seemed a bit arbitrary to me, not sure that the ends justified the means. Incidentally, this setter used exactly the same highlighting technique in last week's EV puzzle - time for a change perhaps ?
